The following is a detailed list of the products and services to which ESM Compliance offers.
Essential Safety Measures Log Book
ESM Compliance can compile and provide a site specific logbook in order to document required maintenance being carried out by specialist maintenance contractors. This logbook has an introduction to Essential Safety Measures and provides information in relation to owner’s requirements. The logbook will have contractor sign sheets and have provision for the Occupancy Permit, determinations, condition reports and the Annual Essential Safety Measures Report (AESMR).
Initial Essential Safety Measures overview
A member of ESM Compliance Staff can carry out the initial inspection whereby the process of compliance will be explained and any queries you may have will be answered. Documentation may be requested such as occupancy permits, fire engineers reports, building drawings, contractor information and previous maintenance records. If documentation cannot be obtained we will inform you of the process involved to obtain such records.
Passive inspection (Annual)
ESM Compliance can carry out an inspection and report upon the applicable Passive Fire Systems. It is the intent of the Passive report to provide comment and guidance in regards to compliance of performance and maintenance to applicable Essential Safety Measure Passive items installed within your building/s. This report is intended to identify non compliances and bring them to the attention of the owner or manager responsible so that corrective action can be taken.
ESM Compliance will then provide certification on the Passive Essential Safety Measures. Certification is to be in the form of a system condition report which will be issued on an annual basis as per AS 1851.1 clause 1.15.5.
Building documentation to be made available to ESM Compliance where applicable (ie occupancy permit details, fire engineers reports and applicable drawings) in order to be assessed and measured against the physical building/s. If no documentation is made available to ESM Compliance the inspection and report will be based on current BCA requirements.
Clients will receive on an annual basis a detailed report outlining both recommendations and requirements for your building/s. This passive inspection and report will provide compliance in terms of maintenance requirements as listed on your Occupancy Permit or maintenance determination and will enable ESM Compliance to sign off on your buildings Annual Report.
Means of Egress (Quarterly)
We can provide quarterly Means of Egress inspection and reports which will incorporate the Essential Safety Measures applicable to your building/s. Buildings or part thereof will be inspected against the requirements of Part D of the Building Code of Australia (BCA). Recommendations and/or requirements for compliance will be detailed within the reports. Clients will receive detailed reports on a quarterly basis.
ESM Compliance will provide certification on Means of Egress items upon 12 months of inspection and reporting.
Certification is to be achieved on an annual basis in the form of a System Condition Report.
Note:
Means of egress encompasses six Essential Safety Measure items that are required to be maintained on a quarterly and/or annual inspection basis. The inspection of these items is far more complex than most building owners/ property managers realise and a thorough knowledge of Part D of the BCA is essential in order to recognise defects and non compliances both within and outside the building/s. Alternative solutions may also be applicable to some buildings effecting Means of Egress and a review of Occupancy Permit details may be required.
Contractor Audit (Quarterly)
ESM Compliance can provide quarterly contractor audits and reports. The purpose of these reports is to ensure that specialist Essential Safety Measure contractors required to carry out maintenance to this building/buildings are performing maintenance in accordance with either the Occupancy Permit Determination or Maintenance Standard applicable at the time of construction. This audit report is intended to identify non compliances in terms of tolerances as identified in AS 1851.1-2005 Table 1.11(B) and bring to the attention of the owner both critical and non critical defects which may affect the performance of the building in event of fire and/or evacuation.
This report provides an excellent tool to assess which contactors are performing as contracted too and as per the applicable Australian Standards.
Sub Division Two Maintenance Determination (One)
A Maintenance Determination will be carefully prepared in order to correctly document the Essential Safety Measures located within and surrounding your building/s. Once this is established a maintenance regime will be created to suit that appropriate for your building based on the information supplied.
ESM Compliance will endeavor to create a maintenance regime applicable to each building depending on that appropriate at time of construction and any alternative solution requiring a level of maintenance. The level of maintenance imposed on a building will not be greater than that required at the time which the equipment, fitting or Essential Safety Measure was installed.
If at the time the building was constructed it is found that there is no documented maintenance regime then the current AS 1851-2005 standard will be applied based on approval from the client.
Where required, ESM Compliance may request the services of a mechanical air handling specialist in order to assist in determining which air handling systems are to be documented within the determination.
Annual Essential Safety Measures Report-AESMR (Annual)
ESM can compile and issue System Condition Reports to all of the contractors carrying out maintenance to the Essential Safety Measures within your building. Once these reports are received, reviewed and signed verifying compliant maintenance and performance, we will issue a signed Annual Essential Safety Measures Report for you to keep on your premises for review by the Chief Officer or Municipal Building Surveyor upon request.
Note: An Agency Agreement is to be signed authorising ESM Compliance to act on the owners behalf. This agency agreement clause is located within the formal contract. Occupancy Permits for Sub division one buildings are required in order to produce the AESMR. It is the responsibility of the client to obtain the Occupancy Permit.
ESM Compliance will provide certification of Means of Egress items and Passive items if engaged to carry out those inspections and reports.
Certification is to be achieved on an annual basis in the form of System Condition Reports and an Annual Essential Safety Measures Report.
This assessment process provides occupants and stakeholders with the peace of mind that assessment has taken place and that the building’s systems will perform /operate as intended.
Type 1 Fire Door inspections (Monthly)
Monthly fire door inspections can be undertaken as per the requirements of AS1851.7 (1984). An assets list of all fire and smoke doors will be prepared with monthly inspections and reports prepared and issued outlining both recommendations and requirements.
ESM Compliance will provide certification of Type 1 fire door inspections upon 12 months of inspection and reporting. Certification is to be achieved on an annual basis in the form of a System Condition Report.
AS 1851-2005 Survey (Annual)
ESM Compliance can conduct an inspection in order to identify if fire protective equipment has been altered, damaged or compromised. This survey component of maintenance together with the inspection, test and preventative maintenance regime demonstrates that the fire protection systems are functioning and capable of performing to a standard not less than that to which they were originally designed.
It is the goal of this annual survey to determine that the system is not compromised by occupancy or building alteration. Where a system upgrade has resulted in a change of the performance capability, the system should be appraised against the upgraded level of performance.

Fire Extinguisher-AS 2444-2001 Assessment
ESM Compliance can carry out a complete assessment of the requirements for the location and selection of portable fire extinguishers throughout your building in accordance with the requirements of Australian Standard 2444-2001(Portable fire extinguishers and fire blankets-selection and location). This assessment will ensure compliance to AS 2444-2001 and will provide peace of mind that your building and occupants are protected by the correct type and size extinguisher for the possible fire hazard and the area to which each extinguisher is serving.
A report will be prepared based on the findings of the inspection and a detailed list of appropriate extinguisher type, size and location will be included.
